‘PORT HINCHINBROOK’ - SEADUMPING REFUSED !
This week the newly combined Queensland Department of Environment and Resource Management has refused an Application by Port Hinchinbrook Services Pty Ltd for Resource Entitlement for the Sea Dumping of dredge spoil into the world heritage listed Hinchinbrook Passage.

ASH, as the local group for the Hinchinbrook area, seeks your assistance in lobbying The Honourable Craig Wallace, the new Minister for Natural Resources and Water (Queensland), to not transfer the Special Lease for Hinchinbrook Island Resort to a Keith Williams company.

The Environment Minister's office has written (letter dated 3 May 2007) referring us to the Department of Natural Resources and Water (DNRW), which has control of the Special Lease even though it is within the Hinchinbrook Island National Park.
The same letter also advised the Environment Minister's reliance on the Hinchinbrook Island National Park Management Plan (HINPMP) and the conditions attached to the Lease.
The Hinchinbrook Island National Park Management Plan (available on the net - just type in the full title) is silent on some aspects of the lease (eg no reference to water supply or quarrying) and interpretable on others.
The current Special Lease conditions are minimal or obsolete, and are no doubt being renegotiated right now by the developer and the DNRW.
An earlier letter (16 Jan 2007) from the Environment Minister's office informed us that the EPA had obtained a court order to force the developer to dump dredge spoil only in a location determined by the EPA.
The necessity for court action as a mechanism of control over developer actions provides little confidence that site works on Hinchinbrook Island would be carried out in accordance with management plans or lease conditions.
Keith Williams has also reportedly obtained control over the ferry service to Hinchinbrook Island, creating a complete monopoly over access to Hinchinbrook Island.
Please write urgently, in your own words, to the Minister for Natural Resources and Water, expressing your concern about the future of Hinchinbrook Island and Channel under this proposed access monopoly:

The cost of the subsidence of the breakwater walls under construction at Oyster Point has blown out.
The increase in rock required due to the walls collapsing and sinking has resulted in a sharp increase in the cost, and has pushed the soft seabottom sideways into the dredged area.
